Infectious Diseases Elimination Act (IDEA Exchange)

The first needle exchange program in Florida, the Infectious Diseases Elimination Act (IDEA Exchange) was signed into law in 2016 by Governor Scott. This program works to provide health equity by increasing access to the tools necessary to keep people healthy, especially those who are most vulnerable.

By educating individuals on harm reduction and technical skills, IDEA Exchange empowers the South Florida/Miami community to reduce the spread of HIV, Hepatitis C, and other blood-borne diseases to achieve a healthier life. IDEA Exchange works closely with the Infectious Diseases Division and the Florida Department of Health to implement new research and techniques in harm reduction services for overlooked and at-risk communities.

Mobile PrEP Program

Pre-Exposure Prophylaxis (PrEP) is a highly effective strategy for HIV prevention that involves taking a daily pill. The Mobile PrEP Program provides the necessary medical and laboratory testing for PrEP and a same-day PrEP prescription at multiple sites within the Miami Dade County at no cost to our clients. We also provide HIV and STI testing, treatment for gonorrhea, chlamydia, and syphilis, and rapid linkage to HIV care.

The Mobile PrEP Program offers:

  • PrEP Starts (including medical and laboratory evaluation, and PrEP prescription)
  • Education about Pre-Exposure Prophylaxis (PrEP) for HIV prevention
  • Education about STIs, prevention and early detection
  • Condom and lubricant distribution
  • Screening and treatment for common STIs including
    • Gonorrhea
    • Chlamydia
    • Syphilis
  • Rapid HIV testing
    • Rapid linkage to HIV care upon receiving a positive result

Test and Rapid Response Treatment Program

To increase the rates of successful antiretroviral treatment (ART) in order to reduce HIV transmission and HIV-related deaths of those newly diagnosed with HIV, the University of Miami/Jackson Memorial Medical Center Adult HIV Clinic collaborated with the Florida Department of Health and the South Florida AIDS Network to launch a Test and Rapid Response Treatment Program.

Led by Dr. Michael Kolber, MD, PhD, and Dr. Allan Rodriguez, MD, this program works to reduce HIV transmission and HIV-related deaths by providing immediate ART on the same day as an HIV diagnosis. This reduces the time from diagnosis to the first dose of medication for patients who test positive. Since March 2016, over 500 individuals have entered care and over 90% have remained in care where they have received sustained viral suppression.

This program has been expanded to include individuals re-engaging with HIV care.
